This implements the HEIR register (Hypervisor Emulation Instruction
Register) and arranges for an illegal instruction to cause a
Hypervisor Emulation Assistance Interrupt (HEAI) at vector 0xE40, and
set HEIR to the illegal instruction.

Use a more generic console_init() instead of potato_uart_init(),
and do the same for interrupt control. There should be no
change in behaviour.

It makes things a bit more standard and a bit nicer to read
without all those strlen(). Also console.c takes care of adding
the carriage returns before the linefeeds.

This fixes the decrementer, illegal and sc tests to compile
successfully with cross-compilers that don't provide unistd.h
or string.h. Instead of those headers we include stddef.h.
This also fixes tests/Makefile.test to do what one expects
when CROSS_COMPILE is defined in the environment.
